The Global Science Diplomacy Hub for Arctic and Space Cooperation is a transdisciplinary initiative, between Polytechnique Montréal, UNU-INWEH, Université Paris-Saclay, the Science Diplomacy Center, and the Fonds de recherche du Québec, dedicated primarily to strengthening technology-informed diplomacy in the Arctic and Northern Circumpolar Regions (NCR). As the Arctic undergoes unprecedented environmental and geopolitical transformation, driven by permafrost thaw, infrastructure vulnerability, permafrost carbon feedback, critical resource development, and expanding international interest, there is an urgent need to better connect engineering science, Indigenous knowledge, and diplomatic decision-making.
In this talk, we will explore how an Arctic techno-diplomacy framework can mobilize science, data, and innovation to support cooperation on priorities such as resilient infrastructure, sustainable energy systems, responsible resource development, and environmental monitoring. We will also examine how risk knowledge generated through modelling, observation, and community co-production can be more effectively translated into governance and international collaboration.
