Gobernanza Transfronteriza en la Región Andina del Cono Sur: Desafíos Multinivel en Materia de Seguridad Ante el Nuevo Escenario

Las fronteras entre Chile, Perú y Bolivia, si bien son puntos de vital interacción económica vinculados al desarrollo de sus periferias, enfrentan hoy en día desafíos significativos en materia de seguridad. La histórica rivalidad entre estos países, además de un nuevo escenario proclive al cierre de fronteras producto de la movilidad irregularizada que atraviesan estos territorios, 
ha obstaculizado la profundización de una cooperación más profunda. La creciente crisis migratoria, el nuevo perfil del crimen organizado transnacional (trata de personas, narcotráfico, contrabando, entre otras actividades), así como las necesidades de fortalecer la cooperación económica, demandan un enfoque de gobernanza transfronteriza más coordinado e integral. En 
este contexto, el presente documento da cuenta de las iniciativas y desafíos asociados a la articulación de esfuerzos entre instituciones nacionales, bilaterales e internacionales, orientados al diseño e implementación de estrategias conjuntas que permitan abordar los desafíos del crimen organizado en esta región fronteriza y su tratamiento más allá de las capacidades 
unilaterales de los Estados, privilegiando enfoques y escalas de acción transfronterizas.

The borders between Chile, Peru and Bolivia, whilst serving as vital hubs of economic interaction linked to the development of their peripheral regions, currently face significant security challenges. The historical rivalry between these countries, coupled with a new situation that favours border closures due to the irregular migration flows traversing these territories, has hindered the development of deeper cooperation. The growing migration crisis, the new profile of transnational organised crime (human trafficking, drug trafficking, smuggling, amongst other activities), as well as the need to strengthen economic cooperation, call for a more coordinated and comprehensive approach to cross-border governance. In this context, this document outlines the initiatives and challenges associated with coordinating efforts between national, bilateral and international institutions, aimed at designing and implementing joint strategies to tackle the challenges of organised crime in this border region and addressing them beyond the unilateral capacities of states, prioritising cross-border approaches and scales of action.
