The project develops new data-driven measures of innovation capabilities in European rural areas by combining firm, skills, patent, and regional data beyond traditional R&D indicators. It provides evidence to support Smart Specialisation and cohesion policies by identifying how rural regions can attract innovative firms and build the capabilities needed for long-term growth. The project delivers scalable analytical tools and policy indicators to help design more effective, place-based innovation strategies and foster more inclusive regional development.
