UNU-IAS contributes to the implementation of the JSPS Kaken-hi Kiban-C research project entitled “Empirical and Theoretical Research on the Development of Mechanisms for Fulfilling the State’s Obligations Regarding Climate Change” (FY2026-2028). UNU-IAS will be responsible for conducting empirical research on climate change negotiations under the UNFCCC. This project is led by Kyoto University.
The International Court of Justice’s advisory opinion on climate change, issued on July 23, 2025, clarified states’ legal obligations to address climate change. The advisory opinion is authoritative but not legally binding, and its concrete implementation largely depends on upcoming policymaking and international discourses. The project contributes to this trajectory by unpacking the advisory opinion’s influence over negotiation and litigation.
