Integrating Ecosystem-based Approaches into Flood Risk Management for Adaptive and Sustainable Urban Development in Central Viet Nam: From science to practice

FloodAdaptVN is an interdisciplinary project supporting climate‑resilient and sustainable urban development in Central Viet Nam through the integration of Ecosystem‑based Approaches (EbA) into flood risk management. Building on the results of the Research & Development phase (2021–2025), the current implementation phase (2025–2027) focuses on translating scientific insights and decision‑support tools into practice in the city of Huế and its surrounding region. The project addresses increasing flood risks driven by climate change, urban expansion and ecosystem degradation by operationalizing risk information and the integration of EbA in decision making and planning. Central to the implementation phase is the integration of high‑resolution flood risk assessments and the WebGIS‑based decision‑support system FRAME into existing planning, governance and investment processes at municipal, provincial and national levels. FRAME supports scenario analysis, prioritization of adaptation measures and monitoring of implementation progress, enabling evidence‑based decision‑making across sectors.
FloodAdaptVN strengthens cross‑sectoral and multi‑level collaboration among government agencies, planners and practitioners, while enhancing local capacities through targeted trainings, co‑design processes and participatory visioning. The project also includes a capacity development component that focuses on advanced flood monitoring, Earth observation, scenario planning and the integration of local and scientific knowledge. The project aims to embed resilient, risk‑informed practices into urban development pathways and to facilitate the transfer and scaling of successful approaches to other flood‑prone regions in Viet Nam and beyond.
