UNU-EGOV has designed this Training Programme following a request for collaboration by the National Institute for Governance and Sustainable Development of Egypt (NIGSD), for which specific needs were identified. Although several lessons have been learned concerning risk minimization and outcome maximization, digital transformation and corruption-fighting, digital governance and judiciary systems require extensive effort to build awareness, capacities, and competencies within the public sector.

The learning outcomes of the courses included:

  • Understand the concepts of public value and public value creation and recognize how public value can be created through government digitization efforts.

  • Master the basic concepts and processes associated with strategic EGOV planning and analysis. Master assessment and monitoring techniques for the EGOV domain, including the definition and use of suitable sets of indicators.

  • Familiarize with the concept of online courts and the new possibilities for justice they offer compared to traditional courts.

  • Understand the recent digital and AI adoption trends across justice systems, the benefits and risks of AI adoption in justice systems.

  • Identify the potential for improving governance through citizens’ inclusion in policy creation and decision-making. 

Activities

Organised in modules, the intensive courses programme was designed by UNU-EGOV experts. Each course spans over two (2) weeks, combining five (5) active lecturing days, one (1) cultural day, one (1) field visit, and self-study oriented by UNU-EGOV lecturers, mixing theory, practice (i.e. how to do it) and examples. Global, regional and local good and bad practices are highlighted throughout. Every course is completed by an explicit assessment of the topics covered and a feedback survey.
