Eliane Torres is a Senior Analyst Outreach and Programme Development at the United Nations University (UNU-EGOV) since 2019.

Currently, Eliane coordinates UNU-EGOV business development and outreach. Previously, she contributed as a researcher and coordinator of the project “UM Barometer: Monitoring the 2021-2025 Action Plan” of the University of Minho, the project "e-Governance and Digital Transformation in Guinea-Bissau” for UNDP and the project "StratICT: Development of a strategy to enhance and sustain the ICT function" for the Government of Uganda.

Eliane has over 15 years of experience in project management and as a technical adviser to public bodies. With a proven track record, she has successfully led projects from conception to completion, demonstrating proficiency in development, implementation, monitoring, and evaluation across a spectrum of organisations, including the European Commission, UNDP, USAID, GIZ, and the World Bank.

In her career, Eliane has collaborated with different organisations, namely the International Institute for Democracy and Electoral Assistance (IDEA), as a researcher; the United Nations Development Programme (UNDP), as a parliamentary and electoral assistance officer; the Electoral Centre for Electoral Support (ECES), as deputy head of programme; the International Foundation for Electoral Systems (IFES), as country director in Burkina Faso; and the European Commission, as evaluation expert of project proposals for the Horizon Programme on an annual basis. 

Eliane is a certified BRIDGE facilitator at the accrediting level (Building Resources in Democracy, Governance and Elections). She is also a member of the UN Electoral Roster and the UNDP Global Policy Network Roster team on digital transformation.
She holds a UNESCO-funded European master’s in Human Rights and Democratisation and a Law degree from Minho University in Portugal.
