UNU-EGOV was contracted to develop a strategy to enhance and sustain the Information and Communications Technology (ICT) function in the Government of Uganda – StratICT project for short. The project aims to strengthen the capacity of ministries, central government agencies and local authorities in Uganda’s pursuit of sound and sustainable ICT-related public policy. With a focus on the digital transformation of both the public sector and society at large, the project underpins the national development goals set out in strategies such as Vision 2040, the 2nd National Development Plan (NDP II), the current eGovernment Strategy and eGovernment Master Plan, and the ICT Sector Strategy and Investment Plan (2015-2020) – in short, to deliver real value to the public through the strategic use of ICT.

Activities

  • Undertake Desk Review and Stakeholder Consultations.

  • Research International Benchmarking.

  • Undertake a Gap Analysis.

  • Design the Architecture of the Envisioned ICT Function in Government.

  • Develop recommendations for addressing existing gaps in the ICT Framework to be addressed through future consultancies.

  • Develop the Terms of References for the approved consultancies.

  • Develop the Local and International Collaboration Framework.

  • Develop the Final Strategy to Enhance and Sustain the ICT Function in the Government of Uganda.

  • Develop the Human and Institutional Capacity at MoICT&NG and NITA-U to Implement the Strategy.

  • Develop a Roadmap for Operationalization of the Strategy to Enhance and Sustain the ICT Function.
