Loss and damage in practice: Disaster risk management insights for technical assistance from the Santiago Network regional workshops

Abstract

This report provides options and recommendations, to be considered by the Santiago Network for loss and damage, for technical assistance that can strengthen national disaster risk management (DRM) systems for five climate hazards: floods, droughts, tropical cyclones, sea level rise and land degradation.

It highlights areas where targeted support may be valuable and points to countries where organizations, bodies, networks and experts (OBNEs) could be drawn on to provide relevant expertise.

Countries have developed a range of DRM measures and strategies, yet challenges remain in areas such as integration, financing, technical capacity and long-term planning. Addressing these challenges offers opportunities to reinforce existing systems and further reduce loss and damage.

Drawing on national documents and perspectives from regional workshops, the report provides the Santiago Network with a structured overview of needs, opportunities and sources of peer-to-peer support. The analysis is intended to complement – not replace – country-driven processes, contributing to the robustness of the Network.
