DESCRIPTION

AI governance is currently a patchwork of national laws, creating friction for global education. This panel presents findings from a "Cross-National Study," comparing how different countries are regulating AI in higher education. The focus is on "Interoperability"—how can a student in one country use AI tools that are compliant with the laws of another? And how can universities collaborate globally when data privacy laws (like GDPR in Europe vs. other frameworks) differ so vastly?

The session will analyze the tension between strict regulation (which protects students but might stifle research) and loose regulation (which encourages innovation but risks privacy). It will explore models of "Human-AI Collaboration" that are legally compliant across borders. The panel aims to identify best practices and common denominators that could form the basis of international standards. By comparing different national approaches, the session seeks to provide university administrators and policymakers with a roadmap for navigating the complex legal landscape of global AI education, ensuring that cross-border research and student mobility are not hindered by incompatible AI governance frameworks.

This session is part of the UNU Macau AI Conference 2026.
