Morten Meyerhoff Nielsen is an Project Officer at the United Nations University (UNU-EGOV) since 2016.

He has a broad and unique insight into the potential and challenges of the digital transformation of the public sector and society at large. This includes the innovative application of technology, process, service, and organisational and regulatory re-engineering to increase service efficiency and user-friendliness, transparency and inclusiveness of public services, and user engagement in both continuous service improvement and service and policy design.

Over the past two decades, Morten has worked with partners in more than 40 countries on all continents. With the key in-depth insight into the potential and challenges of the digital transformation of the public sector and society at large, Morten works at the intersection of innovation, government transformation and technology. This includes comparative analysis, policy and strategy development, as well as the evaluation of ICT projects and online services, performance management, key performance indicators and tools. Other expert knowledge relates to one-stop portal functionality and structure/architecture, and user-friendly and personalised service provision (online and otherwise). Morten has similarly worked with voting technologies, digital and socio-economic divides, various forms of engagement and participatory design, Web 2.0 / social media use in public administrations, and ICT and interoperability.

Morten regularly teaches and presents on the topic of digital transformation at universities, executive training courses and events. He is the author and co-author of various publications, a reviewer for various academic outlets and on the conference committees for multiple conference series.

Past employment includes the Danish Agency for Digitisation, the Danish Technological Institute, the European Institute of Public Administration, the Centre for the Development of Enterprise, the European Commission, and the University of KwaZulu-Natal.
He holds a Ph.D. in Public Administration, Innovation and Technology from the Tallinn University of Technology (Estonia, 2020), an MA in International Economic Management from the University of Birmingham (UK, 2000) and a BA and BA Honors in Political Science and Economics from the University of KwaZulu-Natal (South Africa, 1997 and 1998).
