The United Nations University – Operating Unit on Policy-driven Electronic Governance (UNU-EGOV) will host the seminar Co-Creative Community-Centred Media and Information Literacy: Practices to Promote Civic Participation and Digital Governance, with Estrella Luna Muñoz, Expert, Advisor and Researcher in Education, Arts, Media & Information Literacy & Youth Empowerment, on 4 February 2026, from 14:00 to 15:30 (Lisbon time). 

The event is open to the public and is addressed to young people, educators, researchers, policymakers, communication professionals and civil society organizations interested in Media and Information Literacy, youth civic engagement, democratic participation and inclusive digital governance.


Seminar Overview

How can we encourage democratic participation and civic engagement among young people? How can we contribute to digital governance? This seminar will present co-creative and collaborative practices that actively engage youth from diverse cultural, social, and economic backgrounds with their communities to realize a more inclusive society. Participants will be encouraged to reflect on how Media and Information Literacy (MIL) can enable meaningful engagement in policymaking and strengthen governance systems.

Part 1: Presentation of research and strategies to facilitate critical literacy skills through creative production as a means of fostering effective digital citizenship and encouraging safe, informed, and critical use of digital media.  

Part 2: Open dialogue on developing Media and Information Literacy skills to face the increasing cyberviolence and hate speech and implement Artificial Intelligence Literacy to contribute to digital governance from different sectors. We will discuss the importance of co-creative dialogue spaces to promote pluralism, interculturality, equality, and gender justice, while preventing conflict and intolerance, locally, in communities.

Speaker Bio

Estrella Luna Muñoz (Mexico) is a researcher member at the NOVA Institute of Communication in Lisbon, Portugal, with the CEMILLYA project - Civic Education through Media and Information Literacy Led by Young Adults. She specializes in utilizing media and ICT to empower young people in civic participation and social integration. 

She is a representative of the UNESCO Media and Information Literacy Alliance and a member of the North American and European Chapter. She is a member of the Portuguese team of the EU Kids Online network and from the research group of the PRODIGI- Promoting Resilience and Online Digital and Informational Skills European Project. 

With a PhD in Education with Information and Communication Technology (ICT), she has been working as a Media and Information Literacy Professor in educational institutions and as a Teacher Trainer in Portugal.
