This study explores the economic potential of the ICT sector for both domestic growth and export-led growth. It analyzes countries considered as global good practices for international knowledge exchange, advisory services, and export of digital government solutions. The aim is to distill this analysis into a generic business model and policy recommendations.
An unbiased approach is used to identify a potential business model for international advisory service and IT solution export promotion. The study involves asking critical questions to stakeholders involved in four national cases: Denmark, Estonia, India, and the Republic of Korea. The focus is on the national benefits and the value to their respective target audiences, i.e., potential government beneficiaries of their advisory services and government IT solutions.
The study covers both bilateral and international digital collaboration, digital diplomacy, and the promotion of national GovTech advisory services and solutions abroad. Formal initiatives such as actual advisory services, export promotion activities, and IT vendors that can deliver key public sector solutions are considered.
Beneficiaries
The primary beneficiary is GIZ who will use the findings in guiding its beneficaries.. The secondary beneficiaries and ministries and agencies involved in digital collaboration, digital collaboration and the promotion of GovTech solutions abroad, including those in the four case study countries of Estonia, Denmark, India and the Republic of Korea.
Objectives
The project objective is two-fold:
- Knowledge developed in support of a potential national business model for international GovTGech advisory services and IT export promotion.
- Minimise the potential risk of failure associated with the launch a national business model for international GovTech advisory services and IT export promotion.
