The project's central objective is to refine and elevate the Digital Experience Maturity Index (DXMI), developed by the Digital Government Authority (DGA) in Saudi Arabia, to better align with international best practices and the strategic goals outlined in Saudi Arabia’s Vision 2030. This initiative aims to critically assess and enhance the monitoring and measurement of digital experiences across public sector digital platforms, focusing on factors such as maturity, user-centricity, and overall user satisfaction. The project will not only evaluate the existing methodologies employed by the DXMI but also recommend improvements to its focus, approach, and criteria to ensure its relevance, effectiveness, and sustainability in the long term. By doing so, it seeks to accelerate the digital transformation of government services, making them more responsive to the needs and expectations of users, thereby setting a benchmark for excellence in digital governance.

Activities

  • The DGA in Saudi Arabia is the primary beneficiary and client. The second beneficiaries are Saudi authorities using the Develop a seven global good practices cases on how to monitor and measure digital maturity in the public sector. The focus of the analysis is on the user-satisfaction and experience, volume and handling of complaints, plus the use of technology, co-design and co-creation for continues improvement and innovation.  

  • Based on the good practice cases make recommendation to DGA on the potential adjustment of the current version of the DXMI.

  • Conduct digital user experience (i.e. usability test) based on the updated DXMI and associated criteria (in English) of various portals, websites, and apps.

Deliverables

D1. Workshop presentation to AMP members on global and European trends and opportunities for the digitisation of public sector service production and delivery in municipalities.


D2. Mapping of proposed projects, advise and recommendations on opportunities for AMP member investment project to substantiate and proposal for the application and mobilization of funds channelled by the PRR for the AMP.
