Science diplomacy is increasingly recognised as a strategic tool to address global challenges and foster international cooperation in complex geopolitical environments. This lecture explores how the European Union designs and operationalises science diplomacy in the Middle East, examining its role in strengthening partnerships and promoting research and innovation (R&I) collaboration in the region. Drawing on case studies from Jordan, Israel, and Saudi Arabia, the lecture analyses how the European Commission and the European External Action Service translate science diplomacy objectives into policy frameworks, cooperation programmes, and network-based initiatives.

The discussion highlights the growing importance of the health–climate–energy nexus as a framework guiding EU science diplomacy and enabling collaborative approaches to regional challenges. Particular attention is given to the role of individuals, institutional actors, and transnational networks in shaping science diplomacy practices and translating policy ambitions into concrete initiatives and partnerships.

While science diplomacy is often framed as a positive instrument for fostering cooperation and mutual understanding, the lecture also reflects critically on its limitations and challenges. Issues related to power dynamics, resource distribution, technological access, and the long-term sustainability of international collaborations are examined in order to assess the real impact of EU science diplomacy in the region.
