Policy Brief - Mais e Melhor! Diversificar os mecanismos de participação eletrónica e melhorar a oferta de serviços online dos municípios portugueses

This policy brief urges improved e-participation and online services for Portuguese municipalities.

The United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) has published a policy brief titled "Mais e Melhor! Diversificar os mecanismos de participação eletrónica e melhorar a oferta de serviços online dos municípios portugueses". The document builds upon the findings of the 2023 edition of the IPIC – Índice da Presença na Internet das Câmaras Municipais Portuguesas, which evaluates the digital presence of Portugal's 308 municipalities.

The policy brief highlights key areas for improvement, including accessibility, multilingual content, citizen participation mechanisms, and the quality of online public services. Recommendations emphasize adopting best practices in web accessibility, diversifying participation tools, and expanding digital service offerings.
