Naci Karkin is a Senior Research Associate at the United Nations University (UNU-EGOV) since 2022. Naci's core expertise includes e-participation, social media analysis, public sector innovation, and e-governance. 

For the past two decades, Naci has been working on the digital transformation of the public sector, including ICT-facilitated public service delivery, website analysis, e-participation, and public sector innovation through ICTs. In his work, Naci regularly conducts systematic literature reviews, expert panels, stakeholder interviews, and consultations, as well as working with user engagement and electronic participation from different dimensions.
 
Naci's recent studies include ICT topics such as the political use of social networking sites, a review of e-justice applications, the use of ICTs on emergency management, the reflection of public values in government portals, relational trust in e-participation and various administrative issues such as public sector innovation, public sector motivation and educational curriculum design.

Naci regularly conducts stakeholder engagement and consultation activities as part of our ongoing studies, activities, and projects. He also regularly delivers university courses at graduate and undergraduate levels on e-government issues, digital transformation of the public sector, innovation, social media-related issues, and communication and engagement.

In addition to delivering capacity building lectures at UNU-EGOV, Naci is currently working as a project manager on the integrated project entitled "An Integrated Project Framework for e-Participation and Governance Mechanisms" for the Digital Government Authority of the Kingdom of Saudi Arabia.

Previous positions include a Faculty Fellowship at Pamukkale University (22 years), Turkey, and a Post-Doc and Visiting Professorship at the Delft University of Technology (15 months), the Netherlands, under the supervision of Prof. Dr. Ir. Marijn Janssen, recognised as one of the world's 100 most influential people in e-government.

He holds a Ph.D. in Public Administration from Akdeniz University (Turkey, 2007), a M.Sc. in Public Administration from Pamukkale University (Turkey, 2003) and a BSc. Honours in Political Science and Public Administration from Middle East Technical University (Turkey, 2001).
