Cambios Institucionales Y Rediseño Organizativo Supranacional en Europa

The paper addresses the institutional changes that are needed to achieve a political union of a federal nature in Europe. Four points are analyzed in detail: the starting point is the structure and organisation of the Conference on the Future of Europe, with references to the multilingual Digital Platform, the European Citizens’ Panels, the national Citizens’ Panels, the plenary sessions of the Conference and the institutions involved at the political level.

Secondly, questions relating to the material areas, certain methodological issues and, finally, the presentation and assessment of the results obtained by the Conference are addressed.

Thirdly, the issue of “democracy in Europe” in its different aspects is studied in considerable detail, incorporating the questions contained in both the European Commission’s Communication of 17 June 2022 and the European Parliament’s Resolution of the beginning of June of the same year.

Fourthly, the various areas in which institutional reforms are absolutely necessary are extensively explored. In this order, the required changes in the different institutions of the European Union are analysed: the European Parliament, the European Council, the Council, the European Commission and the Court of Justice of the European Union.

El trabajo aborda los cambios institucionales necesarios para lograr una unión política de carácter federal en Europa. Se analizan en detalle cuatro puntos: se parte de estudiar, en primer lugar, la estructura y la organización de la Conferencia sobre el Futuro de Europa, haciendo referencias a la Plataforma Digital multilingüe, a los Paneles europeos de ciudadanos, a los Paneles nacionales de ciudadanos, a los Plenos de la Conferencia y a las instituciones comprometidas a nivel político.

En segundo término, se abordan cuestiones relativas a los ámbitos materiales, a ciertas cuestiones metodológicas y, finalmente, a la exposición y valoración de los resultados obtenidos por la Conferencia.

En tercer lugar, se estudia, con bastante detalle, todo lo que afecta al tema de la “democracia en Europa” en sus diferentes vertientes, incorporando las cuestiones contenidas, tanto en la Comunicación de la Comisión Europea de 17 de junio de 2022, como en la Resolución del Parlamento Europeo de principios de junio del mismo año.

En cuarto lugar, se profundiza ampliamente sobre los distintos aspectos en que resulta totalmente necesario acometer las pertinentes reformas institucionales. Se van analizando, por este orden, las requeridas modificaciones en las distintas instituciones de la Unión Europea: el Parlamento Europeo, el Consejo Europeo, el Consejo, la Comisión Europea y el Tribunal de Justicia de la Unión Europea.
