The Paris Agreement’s first global stocktake was completed last year at COP28 in Dubai. Although countries are now working through the recommendations resulting from that process, it is clear that progress toward implementing the goals of the agreement is still lagging, especially on finance. There particularly remains a significant gap between what needs to be done and how to finance the costs for adaptation measures. UNU-EHS Senior Scientist, Saskia Werners, was featured in a new article by SciDev.Net which covers the current state of the Paris Agreement’s implementation, climate finance and where adaptation stands on the agenda on the way to COP29 in Baku, Azerbaijan.
Werner’s feature shed light on the fact that adaptation efforts remain fragmented across regions. She stressed that adaptation takes place locally, providing a reason for slow progress and potential fragmentation. Werners suggested that clearer goal setting could be helpful in measuring and maintaining accountability of progress.
She also pointed to a current push to put adaptation near the top of the agenda at COP29, alongside mitigation. “We have to acknowledge that climate change is happening”, Werners encouraged, in reference to this development.
