Under a UN-to-UN Agreement with UNDP Uzbekistan, UNU-EGOV delivers two capacity development initiatives within the joint Ministry of Justice/European Union/UNDP project “Further Improvement of Public Services Delivery in Uzbekistan” (FIPSD). 

Uzbekistan has rapidly scaled its Public Service Centres, and the reform frontier has shifted from digitising services to assessing and managing institutional performance with reliable data. As a result, the reform focus shifts from the digitalisation of services to the assessment and management of institutional performance through reliable data.

The initiatives address existing gaps in comparable KPIs, interoperable administrative data, analytics capacity, and responsible data use. 

They also strengthen data-driven decision-making, digital governance strategies, and performance benchmarking across public institutions and the service delivery system, while equipping officials with practical knowledge in KPI design, dashboards, administrative data use, interoperability, and responsible data governance. 


Activities
A1. In-country training in Tashkent on the "Data-Driven Civil Service" methodology (2 days)
A2. Study Visit to Portugal (5 consecutive days): 3 days of structured training at UNU-EGOV in Guimarães across four thematic pillars, plus 2 days of institutional visits in Lisbon
