The project supports the Kingdom of Saudi Arabia in advancing its Vision 2030 digital transformation agenda by strengthening the foundations of secure and interoperable digital trust services. 

In close collaboration with the Digital Government Authority, it focuses on developing regional and international trust lists that will enable the recognition of Saudi digital identification and trust services across borders. 

Through its alignment with global standards, the initiative enhances government performance and service delivery, strengthens digital sovereignty, and fosters regional cooperation within the countries of the Gulf Cooperation Council.

Activities
A1.1. Conduct a detailed study of requirements for mutual recognition through Trust Lists by engaging with global technology manufacturers to analyse their trends and requirements, and to develop a timeline for compliance
A1.2. Conduct a comprehensive study of the current state of trust lists, including data collection, gap analysis, identification of challenges, and development of recommendations to enhance and align trust lists with regional and global standards
A1.3. Develop an action plan to address gaps by updating regulatory framework documents and creating tools and policies to complete mutual recognition processes for digital trust services

A2.1. Conduct an internal workshop (at the Authority’s headquarters) to clarify the regulatory framework and operational model of the Saudi Trust Lists for licensed digital trust service providers
A2.2. Develop a plan to integrate trust services by analysing current services, setting timelines, collaborating with providers, and monitoring progress
A2.3. Provide technical support to address challenges during the listing process
A2.4. Develop documentation that explains how the listing is implemented, including the criteria and procedures necessary to ensure the achievement of mutual recognition
A2.5. Supervise and support licensed digital trust service providers in completing mutual recognition of trust lists, including addressing challenges through five specialised workshops at the Authority's headquarters

A3.1. Finalize agreements with global entities for mutual recognition of trust lists through drafting, reviewing, and supporting negotiations (i.e. identify and recommend priority entities to DGA draft agreements (incl. technical and legal aspects) for DGA follow-up and DGA finalization with selected priority entities)
A3.2. Develop and update the Trust List Tool periodically based on updates to global standards
A3.3. Three internal workshops on the mutual recognition of trust lists
A3.4. Provide expertise/consultancy services on digital trust services, emphasising mutual recognition of trust lists and compliance with applicable legislative requirements

A4.1. Prepare plan to integrate GCC digital trust services into unified trust list
A4.2. Design and implementation plan for the inclusion of GCC services in trust lists
A4.3. Develop a detailed integration plan for Gulf countries’ digital trust services into unified trust lists through data collection, legal and technical analysis
A4.4. Design an implementation plan for the inclusion of GCC services in trust
A4.5. Facilitate periodic meetings with relevant GCC authorities
