On 26 March 2025, the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) and the Institute for Administrative Modernization (IMA) of Angola formalised a new partnership with the signing of a Memorandum of Understanding (MoU) at UNU-EGOV in Guimarães, Portugal. The MoU was signed by Delfina Soares, Director of UNU-EGOV, and Meick Afonso, General Director of IMA.
The MoU formalizes a partnership to promote digital transformation in Angola’s public administration. It outlines areas of cooperation, including policy-relevant research, capacity development, technical advisory services and the exchange of knowledge & best practices.
One of the first initiatives to emerge from this collaboration is the Capacity-Development programme “Digital Government Immersion”, tailored to senior government officials in Angola. It will focus on aspects of the country's Digital Transition agenda and aims to accelerate institutional transformation and service delivery reform.
About IMA
The agency is the public entity responsible for driving administrative modernization in Angola. Its mission focuses on designing and implementing policies that align public governance with digital governance through process reengineering and simplification. IMA’s work aims to improve the quality, efficiency and accessibility of public services for citizens and businesses.
The two-day visit includes working sessions on ongoing IMA projects, a thematic workshop on “Digital Governance, Regulation, and Public Policy”, as well as a courtesy visit to the Guimarães City Hall to learn from the city’s digital innovation experience.
This partnership marks the beginning of a long-term engagement to support Angola’s journey toward a more efficient, transparent and citizen-centred public sector in alignment with the Sustainable Development Goals (SDGs).
