Dobrina Poirier is an Economic Affairs Officer at the United Nations Economic Commission for Africa (UNECA) based in Addis Ababa, Ethiopia and PhD fellow at UNU-MERIT.

She supports UNECA’s efforts to advance digital transformation and leads technical assistance projects in member states on strengthening and harmonizing the regulatory framework, implementing digital ID systems, and boosting e-commerce development and cyber security.

Ms. Poirier is a PhD fellow at UNU-MERIT carrying out a research project titled “Supply and demand-side drivers of e-participation adoption.” The project is an exploratory study looking at the concept of e-participation adoption from the perspective of government (supply-side) and citizens (demand-side). The main purpose of the research is to investigate the conditions under which e-participation initiatives influence policy and create value for society.
