The subsidiarity principle is defined by the EU as follows: “The general aim of the principle of subsidiarity is to guarantee a degree of independence for a lower authority in relation to a higher body or for a local authority in relation to central government. It therefore involves the sharing of powers between several levels of authority, a principle which forms the institutional basis for federal states.” This is very relevant for water governance which naturally involves several levels of decision making. What does the subsidiarity principle mean in a more concrete way for sustainable management of water? Which is the right level at which decisions should be made, for typical water issues? What are the consequences if the subsidiarity principle is not adhered to in a proper fashion?
In this Science Talk, Dr. Rolf Larsson, Executive Director of the UNU Hub on Water in a Changing Environment (WICE) at Lund University, will analyse the implications of the subsidiarity principle for water governance, with a special view on the situation in Sweden.
