The United Nations University – Operating Unit on Policy-driven Electronic Governance (UNU-EGOV) will host the webinar "Brazilian Public Digital Transformation from a Federative Lens" with Bernardo Motta, on 20 October 2026, from 10:00 to 11:00 (Lisbon time).

Webinar Overview

The session will explore how the digital transformation of public administration is usually examined from a national perspective.

In federations such as Brazil, however, states and municipalities are autonomous and may pursue digital government policies of their own, shaped by different needs, capacities and proximity to citizens. Yet research on digital government rarely distinguishes between levels of government, and little is known about how subnational realities are represented in this literature.

This presentation introduces ongoing research examining Brazilian public digital transformation literature through a federative lens. Drawing on a scoping review of the academic literature, it discusses how the federal, state, and municipal levels, and the relationships between them, have been addressed in research on the topic, and reflects on the remaining gaps. The aim is to contribute to a research agenda for subnational digital government in Brazil and in other federations.
