As of April 2026, Ayman Alarabiat is a Visiting Associate Professor at the UNU-EGOV.

Ayman Alarabiat is a Visiting Associate Professor at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), Portugal, and an Associate Professor in Information Systems at Al-Balqa Applied University, Jordan. His expertise focuses on digital transformation, smart cities, smart government, e-government, citizen engagement, digital governance, and public sector innovation.

He has extensive experience in international digital government research, advisory, and capacity-building initiatives. He served as a senior consultant in Digital Government Transformation at Kaizen Consulting, and as a consultant for the United Nations Department of Economic and Social Affairs (UNDESA), contributing to the development of a web-based e-government training toolkit and providing strategic analysis on Local Online Service Index (LOSI) and smart city trends in the context of the Sustainable Development Goals.

He also worked with the United Nations Development Program (UNDP) on analyzing digital government experiences in fragile governance contexts. In addition, he contributed to digital transformation training initiatives for public sector employees in Jordan in collaboration with the European Public Law Organization (EPLO).

Ayman has significant academic and research experience in digital government and information systems. His work has been published in leading international journals, including Government Information Quarterly, Information Technology & People, Electronic Journal of Information Systems in Developing Countries, and Education and Information Technologies. 

His research focuses on digital transformation, smart government, e-government maturity and adoption, e-participation, public sector innovation, and governance-oriented information systems. He has also trained more than 200 public sector professionals in systems thinking, citizen-centric service design, innovation, and digital government strategies. He previously served as a Research Assistant at the UNU-EGOV in Portugal (2017–2018), where he contributed to research on e-government and public participation.

He has presented at several international conferences, including multiple editions of the International Conference on Theory and Practice of Electronic Governance (ICEGOV). He has served on the ICEGOV programme committees since 2017 and remains an active member. He also regularly serves as a reviewer for leading international journals in information systems and digital government, including Government Information Quarterly and Transforming Government: People, Process and Policy. He is also a member of the Jordanian Artificial Intelligence & Data Science Association (JAIDS) and the Informing Science Institute (ISI).

He holds a Ph.D. in Information Systems and Technology from the University of Minho, Portugal, an MBA in Electronic Business from Mu’tah University, Jordan, and a Bachelor’s degree in Economics from Yarmouk University, Jordan.
