Tupokigwe Isagah has been with the United Nations University (UNU-EGOV) since 2022.

Her research experience and expertise focus on approaches for facilitating the adoption and implementation of emerging technologies in the public sector for social good.

Since 2016, Tupokigwe has explored and recommended the designing of e-government services for communities with limited resources. She proposed approaches for designing mobile government services in developing countries.

Tupokigwe is currently exploring techniques for the responsible adoption of artificial intelligence (AI) in African governments as part of the internal project focusing on examining the use of emerging technology in Africa. In 2022, she engaged in the Global Assessment of Responsible AI in Cities project as a key researcher to explore AI plans and usage in cities, and propose policy recommendations for responsible design and use of AI in cities. Tupokigwe also participated for five years as a researcher in the 4SITE project carried out at Mzumbe University to enhance the utilisation of ICT in education in Morogoro city by improving ICT infrastructure and designing local ICT solutions to cater to societal needs.

Tupokigwe has an information systems background and four years of experience in teaching related courses. She worked with Mzumbe University, Tanzania, as a lecturer in the Department of Computing Science Studies. Currently, Tupokigwe collaborates with the University Faculty of Science and Technology to conduct research and projects. She worked with Uganda and Kenya through the TESCEA project funded by UK Aid to transform the teaching of ICT courses in higher learning institutions. She also collaborated with Ethiopia and Uganda under the ACTEA project, which aimed to promote practice-oriented teaching to technology graduates to improve their employability.
Tupokigwe facilitates workshops and local conferences on digital government transformation and AI for social good. She organised the first AI Bootcamp in Tanzania, aiming to build the capacity of programmers in AI and Machine Learning (ML). In the years 2019 and 2020, she collaborated with other AI enthusiasts to create AI and ML competence training for Tanzanian undergraduate students.

Tupokigwe holds a Ph.D. in Information Systems from Koblenz University, Germany, under the e-government research group
