Strengthening International Data Governance

Steve MacFeely on cross-border data exchange, multi-stakeholder cooperation and the role of the UN.

In this interview for the Global Governance Innovation Platform (GGI), recorded during the Institution-building in an Era of Values Realism workshop (30 March, 2026), Steve MacFeely examines gaps in global governance, focusing on the need for an international framework for data governance that enables the safe exchange of information across borders while protecting individual freedoms.

He discusses the importance of multi-stakeholder approaches that bring together governments, the private sector, civil society and technical experts, highlighting the UN Framework Convention on Climate Change (UNFCCC) as a potential model for international data governance. He also reflects on the continued importance of the UN in maintaining international peace and stability, emphasizing the need to preserve and reform existing multilateral institutions.
