Penelope is a Post-Doctoral Fellow at UNU-IIGH

She is a public health doctor with interests in the political, economic and commercial determinants of health; climate change and health equity; global health governance; and health systems policy. Her recent research has focused on applying political economy and power analyses to identify approaches for strengthening health equity considerations in non-health sector policy and using complex systems methods and approaches to improve collective stakeholder understanding of and identify trans-sectoral solutions to wicked public health policy challenges.

Before joining UNU-IIGH, Penelope worked in the field of global health in a range of institutional contexts including in local and international NGOs, government, academia and advocacy organisations including in West and South Africa, and in partnership with governments in the Pacific region. She has specifically worked in the areas of trade policy and health; climate change and health; food and nutrition policy; maternal and child health system strengthening and public health emergency response. She has also worked as a clinician in New Zealand, Cambodia and Liberia.

Penelope holds a PhD in Health Policy from the London School of Hygiene and Tropical Medicine, a Masters in Public Health from Columbia University and a Bachelor of Medicine and Surgery from the University of Otago.
