The objective of this project is to bolster the capacities of Cape Verdean public and private actors in delivering innovative digital services by establishing an e-governance innovation lab. This initiative, aligned with Cape Verde's Strategic Plan for Sustainable Development and Digital Governance Strategy, will involve a participatory co-creation process to incorporate advanced digital technologies into public services, adopt co-creation methodologies, and pilot emergent technologies. By collaborating with external and international institutions, the project aims to ensure the long-term sustainability of public sector modernisation efforts, overcoming the challenges posed by limited financial and human resources. Key beneficiaries include the Ministry of Digital Economy, NOSi, ARME, and other public administration stakeholders, alongside private sector participants.

Activities    

Phase 1 | Formulation

  • Analise the existing ecosystem, needs and requirements at strategic, organisational, technical, and operational levels for establishing an e-Gov innovation laboratory / a GovTechLab;

  • Design a tailor-made structure in response to those needs with a clear vision and mission;

  • Propose a roadmap for its operationalisation with its long-term sustainability and financing strategy.

Phase 2 | Simulation exercise

  • Perform a simulation exercise on open innovation use cases involving public and private stakeholders to validate the institutional, organisational, and operational prerequisites for the establishment of a laboratory on innovation in e-governance in a sustainable way.

Phase 3 | Capacity Building

  • Advisory services to management teams.

  • Design thinking workshop on the organisational set-up of a laboratory on innovation.

  • Technical training for operational teams.    
     

Outputs

D1. Inception Report.

D2. Formulation Report: Design of a tailor-made structure in response to the identified needs with a clear vision and mission, as well as a clear strategy for its integration into the existing ecosystem and a roadmap for its operationalisation with its long-term sustainability and financing strategy.

D3. Simulation exercise / Workshop.

D4. Final Report specifying conducted activities and potential follow-up with identified stakeholders, international actors and donors.
