The primary objectives of the seminar were to highlight academic and practical approaches to online usability and public sector service delivery, in order to increase the awareness of the importance of online usability, and to provide input for summary reports and recommendations on potential ways for Latvian authorities to improve online service delivery.

Activities

  • Carry out a multi-country comparative analysis of the respective strengths and weaknesses of e-government strategies in Denmark, the United Kingdom, the United States, and Portugal to identify best practices that Latvia could adopt.

  • Develop a comprehensive digital transformation strategy and management model for the Latvian Ministry for Environmental Protection and Regional Development (VARAM), and formulate a framework aimed at enhancing online usability across government entities.

  • Conduct analysis of competence gaps among government officials in digital government, develop a tailored capacity development program based on the findings, and subsequently deliver the program to enhance skills and competencies.
