The Capacity Building Programme, in partnership with NIGSD, targets Egyptian public officials to enhance their expertise in digitalization and smart governance. Objectives include understanding public value creation, mastering strategic EGOV planning, exploring ICT's role in anti-corruption efforts, and improving oversight with ICT tools. The program aims to equip officials with essential skills for transparent and efficient public administration.
The learning outcomes of the courses included:
Understand the concepts of public value and public value creation and recognize how public value can be created through government digitization efforts.
Master the basic concepts and processes associated with strategic EGOV planning and analysis. Master assessment and monitoring techniques for the EGOV domain, including the definition and use of suitable sets of indicators.
Comprehend how this reformist agenda has evolved and the theoretical implications of the use of ICT in the prevention and fight against corruption, highlighting some of these efforts in a systematised and critical way.
Understand the use of ICT to improve the oversight and enforcement functions of anticorruption agencies (ACAs) by focusing on the implementation and daily management of three political ethics regulatory regimes: asset disclosure; political financing; and conflict of interest.
Activities
Organized in modules, the intensive courses programme was designed by UNU-EGOV experts. Each course spans over two weeks, mixing theory, practice (i.e. how to do it) and examples. Global, regional and local good and best practices are highlighted throughout. Each course is completed with an explicit assessment of the topics covered and a feedback survey.
