This project aims to conduct a comprehensive study of the relevant and available literature and present research findings that will assist the Digital Government Authority (DGA) in enhancing the online presence of key government entities in the Kingdom of Saudi Arabia (KSA). The project seeks to improve the usability and user-friendliness of digital service offerings, thereby contributing to the Vision 2030 initiative to transform the public sector to deliver world-class services online. Through continuous assessment and alignment with the United Nations e-Government Development Index, the project aspires to support KSA in achieving higher standards of accessibility, effectiveness, and quality in public service delivery.
Activities
Review and update the online service delivery assessment framework (circa 300 criteria) for a more streamlined and usability-focused framework.
Review the online presence of 20 entities, including their Arabic and English portals, websites, apps, content, data, and transactional services, per the updated assessment framework.
Provide key action points for each of the 20 entities and run 20 full-day workshops to improve the online presence of the participating entities in the short and medium term.
State-of-the-art analysis of key KSA, international and selected country policy documents, and academic literature.
Assess the KSA strategies, action plans, governance, and inter-government cooperation models and mark policy recommendations for short and medium-term improvements.
Recommend and develop capacity development workshops related to key topics and trends related to the digital transformation of the public sector.
Deliverables
D1. Study to determine the digital indicators that should be focused on and identify the targets and the kingdom’s state in the reports regarding digital indicators.
D2. Roadmap for the Kingdom to achieve the goals in specified international digital indicators (short 2026, mid-2028, and long 2030), focusing on 2026 in detail.
D3. Updated online service delivery assessment framework.
D4. Regular monthly and quarterly assessments of the online presence of 20 key Saudi ministries.
D5. Twenty individual assessment reports, action plans, and one overarching report and action plan.
