The aim of this assignment is to develop a Project Document (ProDoc) outlining a strategic framework for the implementation of the National Digital Transformation Strategy in Guinea-Bissau. The ProDoc should identify clear priorities, define governance structures, and identify the key partners and resources needed to support the implementation of the digital transformation strategy.

Activities
Phase 1: Face-to-face diagnosis and assessment

  • Organise the Kick-off Meeting

  • Conduct Desk Review

  • Organise and plan the Bissau field mission

Phase 2: Proposed solutions and action plan

  • Collect data directly from government stakeholders and local partners

  • Carry out interviews and workshops with key government representatives to accurately identify needs

  • Evaluate the technological and administrative infrastructure, identifying challenges and opportunities

  • Develop the ProDoc Draft

Phase 3: Review and validation of the plan

  • Review and finalise the ProDoc based on UNU-EGOV internal review input

  • Organise a ProDoc Validation Session

  • Review and finalise the ProDoc based on the validation session

  • Organise the presentation of the ProDoc

  • Deliver the Final Report and attendance form for the presentation(s)
