The first on-site Workshop of the project “Dialogues on Digital Governance: Capacity Building and Cooperation in Digital Governance in the PALOP countries” will take place on 17-18 June 2026 in Maputo, Mozambique.
The initiative aims to promote a space for dialogue, capacity building, and the exchange of experiences on digital governance, data governance, and data protection within the context of Mozambique’s digital transformation. It also seeks to strengthen institutional capacities and support the alignment of policies, strategies, and national initiatives, as well as their coherence with regional and international commitments in this field.
Throughout the Workshop, key challenges and opportunities related to digital governance and digital transformation in the public sector will be discussed. The debate will also address mechanisms for policy harmonisation, implementation, and monitoring, encouraging the joint development of solutions and contributing to the strengthening of Mozambique’s digital ecosystem.
The workshop is aimed at a diverse audience, including representatives from ministries and public institutions, managers involved in digital transformation, governance, and data protection initiatives, as well as experts and technical staff working in technology, data, innovation, and public policy. Representatives from regulatory authorities, international organisations, development partners, academia, and civil society will also take part, bringing together a comprehensive range of strategic stakeholders in the field of digital governance.
The methodology adopted prioritises a practical and participatory approach, focused on the exchange of experiences and on application to the specific context of Mozambique, particularly within the public sector. The programme includes interactive presentations, panels and roundtables, group activities, case studies, practical exercises, and guided discussions. These activities are complemented by the sharing of institutional experiences, fostering active participation and encouraging applied reflection on the concrete challenges of digital governance and the implementation of governance and data protection policies in the country.
Key topics to be addressed include data governance, personal data protection, interoperability, artificial intelligence, and national digital transformation strategies. The workshop will also focus on public policy implementation, monitoring, and the development of indicators, contributing to a more structured and effective approach to digital transformation in Mozambique.
