Ricardo Poppi is a Senior Research Consultant at the United Nations University (UNU-EGOV) since 2023.

Ricardo holds a Master in Political Science from the University of Brasília. He is co-founder of Empurrando Juntas (EJ) initiative, cataloged in the map of initiatives that uses collective intelligence to solve public problems.

Ricardo has over a decade worth of experience coordinating teams for the design and development of eParticipation platforms at the federal level in Brazil. Ricardo was coordinator of e-Participation at the General Secretariat of the Presidency of the Republic in Brazil from 2011 to 2016, and was responsible for creating and maintaining the national participation portal participa.br.

As an Inter-American Development Bank (IADB) consultant since 2019, Ricardo has assisted the construction of Brazil's digital government strategy 2020-2022 and solutions to accelerate digital government on local public administration in Brazil. In the first half of 2022 he worked with the local administration of Porto Alegre city in the joint construction of solutions to improve engagement in its digital participatory budgeting platform. In 2021 - 2022, Ricardo helped conceptualize the eParticipation platform, Tafaul, for the Saudi Digital Government Authority, including the technical details and information architecture and advice around the UNDESA EPI and benchmarking of eParticipation experiences around the world.
