Saleem Zoughbi is a Senior Research Consultant at the United Nations University (UNU-EGOV) since 2020.

He is a senior advisor for Information and Communication Technology (ICT). He has been providing technical assistance and advisory services to over 50 Developing countries. He focused on development and has been assisting governments on strategic and policy levels on e‐governance, smart cities, and national digital transformation policies.

He worked for the United Nations Economic and Social Commission of Western Asia (UN ESCWA). This included special technical advice in different applications such as the evaluation of national policies and strategies, evaluation of IT departments within a CIO approach that includes business and process re‐engineering, change management, planning and evaluation in e‐government and e‐governance, databases, data centers and others. He also was a senior resource person in ESCAP for digital capacity building.

Currently, he is involved with Digital Government Authority of Saudi Arabia. He is also a cofounder of the West African Digital Governance Forum, as we active in many digital governance international conferences and activities. His latest book is "Planning and Designing Smart Cities in Developing Nations", 2022.
