About the programme:
This training is a tailor-made programme designed for to mid- to senior-level civil servants working on migration issues in Africa. The Migration Law and Policymaking Course (MiLAP) is a one-week, full-time residential programme held at IOM’s African Capacity Building Centre for Migration Management (ACBC) premises in Moshi, Tanzania.
Convening two times per year, this short course is designed to enhance the knowledge and skills of senior officials with responsibility for the development or implementation of national migration policy in Africa. Full scholarships to participate in the course will be made available to selected officials.
The course uses various teaching and evaluation methods, including lectures, interactive sessions, and hands-on practical exercises. To optimize the learning experience, each training consists of a maximum of 20 participants who are selected by competitive application. The MiLAP equips participants with new skills and insights, offering practical and interactive experiences in applying the latest knowledge in the field of migration law and policymaking.
Structure of the Training:
The MiLAP runs for one week full-time in Moshi, Tanzania in November 2025. The training will take place between 17-21 November (intake I) and 24-28 (intake II).
The training courses cover the following key areas:
- International migration law;
- Evidence-based migration policy development;
- Evaluating migration policy effectiveness.
Participants are expected to commit to 40 hours for the training, which includes both contact hours and preparation work. The training emphasizes interactive exercises and practical workshops to ensure a high-quality learning experience.
Admission Guidelines
Eligible applicants for participation in the training must meet the following criteria:
- Be fluent in spoken and written English
- Hold a minimum Bachelor's university degree
- Hold a senior position with responsibilities that include the development or implementation of the national policy relating to migration in Africa in one of the target countries*
As part of the admission process, applicants will need to provide the following documents:
- A motivation letter clearly explaining why the applicant chose this training and convincing the Training Team of their commitment to successfully completing the programme;
- A recent CV that details their work experience, academic qualifications, and participation in additional courses;
- Copy of a valid passport that expires no less than 3 months after the end of the course;
- A passport-sized photograph;
- Copies of degree(s);
- English-language proficiency test score (IELTS/TOEFL or any Internationally recognized certificate), or a self-declaration for English proficiency;
- A written support letter from the employer acknowledging the full-time nature of the course and stating that the applicant is not expected to attend to their work duties for the duration of the training.
The MiLAP Training: Now Accepting Applications
The call for scholarships is now open. Applications for scholarships are welcomed via our online application portal from mid- to senior-level civil servants working on migration issues. Scholarships are available to selected applicants to cover the costs of transportation to and from Tanzania, internal transfers to the ACBC training venue; room and board for the duration of the course and Tanzanian entry visa (if required).
