Dr. Victor Osei Kwadwo is a governance and institutional development specialist with extensive experience researching and working in urban planning, multilevel governance, public policy and economics.
Victor holds a PhD in Economics and Governance from UNU-MERIT, and currently, as a lecturer, he coordinates the MSc in Public Policy course at the University of Maastricht, the Netherlands. His current research focuses on urban governance. Specifically, he explores how inter-local government cooperation can leverage developmental issues amidst rapid urbanization. Based on his research, he has made publications in reputable journals and non-academic platforms, including World Development, Urban Affairs Review, Local Government Studies, Journal of European Integration, Impakter, and The Conversation. Victor has been awarded Maastricht University’s prestigious GSBE fellowship (2023-2027), and he also holds the Young Scholar Award from the European Urban Research Association (EURA) in 2017 for producing the best paper on urban governance. Outside academia, he has worked in the field of governance in six different countries, including Italy, the Netherlands, Tanzania, Zambia, Liberia, Cote d'Ivoire and recently, Central Asia as a researcher and as an urban governance consultant. In 2020, he worked at the World Bank as an African fellow and currently as a governance consultant assessing Policies, Institutions and Regulations (PIR) for efficient service delivery. Victor has also worked as a Development Planning Officer at the Accra Metropolitan and Ejisu-Juaben Municipal Assemblies in Ghana and has been engaged as a consultant with several organizations, including the World Bank (USA), Castalia (USA), the Millennium Villages Project (Ghana), Center for Democratic Governance (Ghana), PSS Urbania (Ghana) and KCITY (Italy).
