The overarching objective of the Technical Assistance Framework (TAF) for Digital for Development (D4D) and Science, Technology, and Innovation (STI) is to improve the quality of EU external assistance, primarily through the enhancement of programming and implementation strategies within the framework of the 11th European Development Fund. This initiative is strategically designed to support the Directorate-General for International Partnerships (DG INTPA) and EU Delegations in African, Caribbean, and Pacific (ACP) countries, focusing on improving digital governance, increasing digital literacy, enhancing connectivity, and accelerating the adoption of digital services.


Specifically, the project seeks to align digital transformation efforts with the national strategic directives of the participating countries, provide technical support and tailored advice, and facilitate meaningful collaborations and policy dialogues between the EU and relevant stakeholders. This comprehensive approach is expected to not only ensure effective project management and coordination but also enhance the visibility and impact of the EU’s Digital4Development policies and initiatives within the field of STI. By focusing on these key areas, the project aims to significantly contribute to the achievement of the 2030 Sustainable Development Goals and support the external policy objectives of the European Union.
 

Activities

  • Provide technical support and ad-hoc advice based on sound thematic knowledge and evidence, to DG INTPA HQ staff, EUDs and other key stakeholders on digital technologies and solutions to trigger an inclusive, human-centric, green digital transformation and foster jobs and growth in specific partner countries/regions.

  • Facilitate collaboration, partnerships and policy dialogue among the key actors involved in implementing the D4D Agenda and the EC’s digital priority in external actions.

  • Ensure horizontal actions, ongoing project management and coordination, project monitoring, knowledge management, communication, and visibility of the EU D4D policies and interventions and of the initiatives in STI.

Outputs

D1. EU Delegation in Botswana: co-formulate the EC Multi-Annual Initiatives Programme (MIP) 2024-2027, supporting Botswana’s digitalisation and economic goals.
D2. EU Delegation in Jamaica: co-develop the Action Document for the Digital Jamaica Budget Support Programme, enhancing digital infrastructure and education.
D3. EU Delegation in Tanzania: co-creating the "Digital4Tanzania (D4T) e-Governance Support Programme," focusing on governance improvements and digital transformation advice.
