This project aims to comprehensively understand local e-government in Portugal, focusing on the web presence of local governments and the conditions and resources available. Conducted through a partnership between the Portuguese Agency for Administrative Modernization (AMA) and the University of Minho, the assessment of Portuguese local government web presence employed a methodology covering content, accessibility, online services, and participation criteria. The project produced a global ranking (IPIC – Index of Local Government Online Presence) and sectoral rankings, providing evidence-based insights into local government maturity levels and highlighting good practices. Additionally, an analysis of the Information and Technology (IT) function within each municipality was conducted via an online questionnaire, and guidelines for website development and maintenance were provided and discussed with public officials.
Activities
Design a comprehensive assessment methodology covering content, accessibility, online services, and participation criteria for evaluating local government web presence.
Execute the assessment by collecting data on Portuguese local government web presence and analysing it to generate the global ranking (IPIC) and sectoral rankings.
Compile evidence-based insights from the assessment results to understand local government maturity levels and identify good practices, providing recommendations for improvement.
Develop and implement an online questionnaire to analyse the Information and Technology (IT) function within each of the 308 municipalities, gathering insights into their capacity to manage online presence effectively.
Prepare guidelines for website development and maintenance based on best practices and industry standards, ensuring they address the specific needs of Portuguese local governments.
Organise and conduct award sessions with public officials to disseminate guidelines and facilitate discussions on improving online presence, fostering collaboration and knowledge sharing.
