UNU-EGOV in SOCGOV 2025 to Discuss AI’s Role in Social Services

Zoran Jordanoski reflected on the role of AI in fostering empathy, fairness, and inclusivity in social protection.

Zoran Jordanoski represented the United Nations University - Operating Unit on Policy-driven Electronic Governance (UNU-EGOV) as a speaker at the 2025 Social Governance Forum (SOCGOV 2025), held in Baku, Azerbaijan, under the theme “AI for Humanity and Transformation”. 

The event brought together policymakers, practitioners, and researchers to explore how artificial intelligence (AI) can foster inclusivity and innovation in social services.

In a reflection following the event, Jordanoski noted that “the real promise of AI in social protection isn’t efficiency. It’s empathy at scale. When technology helps us reach people before they fall behind, when it restores fairness, and when it makes public institutions more transparent, then AI truly serves humanity”.

He further highlighted that the key challenge ahead “is not just to build smarter systems, but fairer ones, systems that protect, include, and empower”. Achieving this balance, he added, requires “reconciling data protection with social inclusivity, not by choosing one over the other, but by designing regulatory ecosystems that are risk-based, privacy-by-design, and collaborative, so that privacy enables inclusion rather than limits it”.
