Emrys Schoemaker is a Senior Fellow (Non-Resident) in Digital and Frontier Technologies at UNU-CPR.
His work focuses on the governance of AI, data and digital infrastructure, and on how multilateral institutions can keep pace with fast-moving technological change.
Emrys holds a senior appointment at the Graduate Institute Geneva (IHEID), where he leads the Global Digital Governance Lab and the Digital Sovereignty Observatory — a Bosch Foundation-funded research network spanning British and American universities and engaged with UN processes including the CSTD's Data Governance Working Group. He is also a Visiting Fellow at the London School of Economics.
Before moving into academia, he spent thirteen years at Caribou Digital, where he built and led a research and advisory practice working with governments, UN agencies and major foundations on digital governance, digital identity and data policy. Clients included GIZ, FCDO, UNDP, USAID, the Omidyar Network and Co-Develop. He has also held advisory roles at UNDP, UNHCR and ITU, including as Digital Governance Adviser to UNDP's Chief Digital Office.
His research has been published in the Information Systems Journal, Data & Society, and Data & Policy. He holds a PhD from the London School of Economics.
