The TriDigital Project was launched yesterday, with an executive meeting at UNU-EGOV, in Guimarães. This hybrid meeting gathered the technical focal points of the coordinating team to establish the strategic governance of the initiative.
This consortium follows a pre-existing cooperation through the project Dialogues on Digital Governance in the PALOP, and gathers the Universidad Nacional del Sur (Argentina), who will lead and provide the knowledge to the triangular architecture of the project; University of Minho (Portugal), contributing with academic experience; UNU-EGOV (Portugal) acting as a multilateral and cooperation facilitator and institutional focal points from each PALOP country, from the governmental agencies INTIC (Mozambique), IMA (Angola), ITMA (Guinea Bissau) and INIC (São Tomé and Príncipe). TriDigital Project is managed by the Ibero-American General Secretary and financed by the Camões Institute.
Evaluating the Administrative Modernization in the PALOP
The main objective of TriDigital is to support the PALOP in the evaluation and acceleration of their Administrative Modernization by Digital Technologies processes, aligned with the national priorities of each country involved, as well as with the international norms for development evaluation.
This initiative answers to the lack of a specific, systematic and bilingual instrument to evaluate the digital maturity of the administrative modernization processes in the PALOP countries. The creation of specific measurement tools for the PALOP, to be designed during this project, will also ensure institutional continuity after its end.
During 17 months, the project will be (i) assessing evidence of digital maturity in the PALOP, through the study of synthetic profiles from each country; (ii) developing a TriDigital Board of Reference for PALOP and its Bilingual Methodological Manual; (iii) creating a TriDigital Platform for PALOP to support self-evaluation and continuous monitoring; (iv) institutionalize a TriDigital permanent Alliance, with its own Secretariat, repositorium and Platform lodged in the institutional infrastructure of UNU-EGOV.
