Shahid Farooq is a civil officer from the Punjab province of Pakistan. He joined the Provincial Management Services in 1999 and worked at national, sub-national, and local tiers of government in Pakistan. Before joining UNU-EGOV, Farooq served as Chief (Governance & IT) at Planning & Development Department, Government of the Punjab, where he contributed in planning a number of ICT-based interventions in the public sector. He also served in the Punjab Information Technology Board (PITB), Punjab Social Protection Authority, and Lahore Waste Management Company at managerial positions. He holds a MPA (Global e-Policy & e-Government) from the Sungkyunkwan University, Republic of Korea. During his stay in the country, he studied digital transformation and written an award winning thesis on Citizens Factor in the success of e-Services. He also remained associated with the Republic of Korea premier e-Governance institution, the National Information Society Agency (NIA), for a short period where his performance was acknowledged through the NIA Global Cooperation Program Excellence Award 2012. Enhancing public service delivery using ICTs, and change management are his key areas of expertise. His project, Digital Attendance Monitoring System for field workers of Lahore Waste Management Company (LWMC), earned him recognition at national and international level. His account of this success story titled Challenging the Challenge won second prize in the KOICA Global Essay Competition 2015 for transforming knowledge into practice. Farooq is also an Open Government advocate and Focal Person for Open Government Partnership (OGP) in Punjab, Pakistan. He has contributed in the draft of the OGP National Action Plan.
