As of February 2026, Max Melquíades is a Visiting Fellow at the UNU-EGOV.

Max is a Visiting Associate Expert of the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) and professor and researcher at the school of government of the Fundação João Pinheiro (Brazil). 

He is the deputy coordinator of the Bachelor's degree program in Public Administration at the João Pinheiro Foundation, the most prestigious in Brazil and a benchmark for its model of training technical personnel for public administration. 

Max works on Teaching, Research and Extension projects in the areas of distance education, initial and continuing training of public servants, digital inclusion, combating disinformation through digital means, digital government and information systems applied to the public sector. 

He is the coordinator of the Innovation and Modernization of Public Management Research Group (Inova-GP), which brings together researchers from various Brazilian universities, and a collaborator of the Observatory of Disinformation. 

He holds a Ph.D. in Information Science, a M.Sc. in Public Administration, with a concentration in Information Management, and a BSc. in Philosophy and in Information Systems. He is a postdoctoral researcher at UNU-EGOV.
