Ralf-Martin Soe is currently a Government Fellow at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV). He is also the ICT Counsellor to the Minister of Entrepreneurship and Information Technology of Estonia, Research Fellow at Ragnar Nurkse Department of Tallinn University of Technology, and Project Development Manager at ITL Digital Lab. He is also affiliated to the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) as a Government Fellow between July and September 2018. and has previously worked for the UK Government and PwC as an Economic/ Digitalisation Consultant. During the last five years, he has been focusing on initiating and managing large-scale Smart City and Real-time Economy Research and Development projects and has effectively initiated or managed around 10 projects. Ralf started his professional career as an Investigative Journalist in 2006 and worked close to four years for the business daily in Estonia, Äripäev. As a journalist, Ralf was nominated for the Bonnier Prize in the field of Investigative Journalism in 2006 and in 2008 he was selected as the Best Young Journalist in Estonia by the Estonian Newspaper Association. Ralf holds two master’s degrees in financial management (MSc, Maastricht University / United Nations University, and MBA, University of Tartu), and holds a PhD degree in Technology Governance from Tallinn University of Technology. His recent doctoral thesis analyses how cities of Tallinn and Helsinki could be connected virtually (as shown here).
