Kenneth Bagarukayo is currently a Government Research Fellow at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), located in Guimarães, Portugal. He is also the Commissioner Information Management, Ministry of ICT, Uganda. Kenneth has over 15 year's professional experience in ICT, Information Systems and electronic governance. He has worked in Government, Private Sector (Banking and Telecom), Civil Society and Academia. Previously, he was the National Data Manager (eHealth) for the Global Fund sponsored National TB/HIV Program under the Ministry of Health, Uganda. He has also worked with the Office of the Prime Minister and the Ministry of Finance, Planning and Economic Development on electronic governance projects including the IFMS – Integrated Financial Management System which made the national financial and payment systems in Uganda electronic on an ORACLE Platform as a World Bank Consultant. Kenneth holds a Bachelor of Statistics – Computing and an MSc in Computer Science from Makerere University, Uganda. He also holds an MBA in Strategic Planning from Edinburgh Business School, Herriot-Watt University, UK. He is currently enrolled, as a PhD student, in Information Technology at Makerere University, Kampala, Uganda. His research interests include among others Electronic Governance (EGOV) for Sustainable Development, ICT for Development (ICT4D), Inclusive ICT for disability and minority interest groups, ICT Vocational Training, ICT Strategic Planning and innovation, ICT Business Modeling and Project Management.  He has participated in various research including the Research and Publications - On the Intricacies of Implementing Voice over Internet Protocol (VoIP), Managing QoS in Voice and Data Networks for multimedia, and a Management System to Monitor Imports and Exports in the Bank of Uganda.
