Franklin is from Ghana and is currently working as a Government Fellow at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), in Portugal. In Ghana, he works as an e-Government Analyst with the National Information Technology Agency (NITA), which is the specialised agency on Information and Communications Technology related matters under the Ministry of Communications. As an analyst, he synthesises and advises on e-Government implementation best practices through policy recommendations to decision makers and other stakeholders. In 2016, he led an eGov Policy Workshop in Liberia as a resource person and hopes to engage more in similar activities in the future within the West African Sub-region and Africa. He has also managed the development and roll-out of a Learning Management System under a DANIDA/Alcatel-Lucent (Nokia) and Ministry of Communications / NITA Project called Eastern Corridor Rural Fiber Optic Project in Ghana. Additionally, he has had a wide range of experiences with the development and management of online portals and systems for e-Payment, e-Health, e-Workspace, and e-Services in Ghana. Franklin attended graduate school through the Korea International Cooperation Agency Fellowship Master Degree Program, where he completed with a thesis titled Citizens’ Intention to Use E-Government Services in Ghana. He is a certified Project Management Professional (PMP) with the Project Management Institute (PMI).
