Amira Al-Busaidi is a Government Fellow at the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) and Senior Project Specialist in the Digital Industry Development Department at the Ministry of Transport, Communications and Information Technology (MTCIT), Sultanate of Oman. Her expertise spans digital transformation, Innovation, artificial intelligence governance, regulatory innovation, digital economy development, virtual reality, and emerging technologies.
She currently leads the development of Oman’s National Sandbox Initiative, a cross-sector regulatory sandbox program designed to accelerate innovation while supporting evidence-based policymaking. She has contributed to establishing regulatory and innovation frameworks in areas such as artificial intelligence, transportation technologies, digital industry development, advanced technologies, and virtual reality applications. She is also the founder of Sas Center for Virtual Reality (Sas VR), the first VR Omani national center developing virtual reality industry in Oman.
Throughout her career, Amira has collaborated with government entities, international organizations, academia, and innovation ecosystems. Her experience includes working with the Ministry of Transport, Communications and Information Technology, the United Nations University (UNU-EGOV), Sultan Qaboos University, Oman Technology Fund, healthcare institutions, and international partners in digital governance, innovation policy, artificial intelligence, and emerging technologies.
Amira has participated as a speaker, moderator, panellist, and workshop facilitator in regional and international conferences focused on innovation, artificial intelligence, digital transformation, virtual reality, and technology policy. She has contributed to initiatives related to regulatory sandboxes, digital economy development, technology entrepreneurship, women in technology, and emerging technology governance, while engaging with international networks of policymakers, researchers, and innovation practitioners.
Amira holds both a Bachelor’s and a Master’s degree in Computer Science from Sultan Qaboos University, graduating with distinction and honours. Her postgraduate research focused on image processing and artificial intelligence-related applications. She has also completed specialized professional training in artificial intelligence, robotics, cloud computing, big data, software development, and digital technologies through international programs in India, China, and other countries.
